Today’s Manitoba draw saw by far, the largest number of invitations ever issued at a time by Manitoba’s Provincial Nominee Program (MPNP) since the first draw in May 2015. Candidates invited in the most recent draw had an Express Entry profile and a score of at least 565. The points cut-off has also not been this low in a Skilled Worker Overseas draw since December 2019.

What type of connection would a candidate need to be successful in this draw?
Manitoba ranks candidates on a points-based Expression of Interest system. To submit a profile under the Skilled Worker Overseas program, candidates must first have an eligible connection to Manitoba. For example, a candidate may be eligible to apply if they have a close friend or distant relative, close relative, or previous school or work experience in the province.
The points system ranks candidates on language, proficiency, age, work experience, and education. These factors are often referred to as “human capital factors”. Manitoba also allocates points for adaptability; adaptability may refer to a candidate’s connection to the province, invitation under a recruitment initiative, or intention to settle outside of Winnipeg. MPNP may also deduct “Risk Assessment” points if an applicant has a strong connection to another province.
The maximum points a candidate can claim for the human capital factors is 500. If a candidate claimed at least 465 points toward these factors and an additional adaptability 100 points, they would have been eligible to receive an invitation in this draw. An additional 100 points could be claimed from a combination of having a close friend in the province, and the intention to reside outside of Winnipeg.
